Screen resolution does not change

When adjusting the resolution settings in the Launcher, the screen resolution settings apply ONLY to Fullscreen mode. To adjust the window size when in Windowed mode, simply drag the game window. You can toggle between Fullscreen and Windowed modes by pressing ALT + Enter on your keyboard. When toggling to fullscreen mode, Trainz will change to the resolution shown in the Trainz Settings.
