Some Android devices fail to mount the game data files on the file system when running the game from a secondary user account. To workaround this install and run the game from the primary user account. 

]]> We have noted an issue that causes a crash on Android 13 when Trainz Simulator 3 is installed when not connected to a wifi network (ie when downloaded via mobile data), due to a change in Android 13. To work around this issue, simply remove the Trainz Simulator 3 app, and then re-download from the Play Store while connected to a wifi network.
